Its not so much the time, but how. Early as possible and not with horror or making a scene.
I take it you have experience ? How did you handle it and what was the outcome ??

As soon as you find out....lol! I've encountered some cuties that didn't realize that their breath wasn't up to par. I'll simply pull out a piece of gum and ask if they want any. Typically they'll reply "yes", I guess so as not to hurt my feelings by turning it down, and I'll proceed to tear it in half..............I'll put half in my mouth, holding it with just my teeth and lean in to him. That way he'll have to take it out of my mouth and we can enjoy a kiss while freshening up his breath and continue making mine minty! hehehe!

Indeed, like for example my Minute man... his breath is funky as fuck! I offer him breathmints left and right and he never takes them... He also doesn´t get it if I turn my head everytime he talks to me or by not kissing him.... I would really like to tell him, but it IS a touchy subject...
